Changes to Part L Building Regulations

The changes for Part L Building Regulations have now come into effect. What are the changes to Part L and what does this mean for your project? 

What is Part L and what are the changes?

The UK Part L Building Regulations are a set of standards that specify the minimum energy efficiency requirements for new and existing buildings. Part L is split into two sections. Part L1 applies to the energy efficiency of buildings and Part L2 applies to the conservation of fuel and power. The latest changes to Part L came into effect on October 1st, 2021, and they aim to reduce carbon emissions from buildings in line with the UK government's target of achieving net-zero emissions by 2050.

Some of the key changes include:

  • Improved energy efficiency requirements for new homes. The new regulations require new homes to be 31% more energy efficient than under the previous standards.

  • Introduction of "Primary Energy Factors” which is a new metric that takes into account the carbon emissions associated with the generation of energy used in buildings. The use of primary energy factors will encourage the use of low-carbon energy sources such as solar, wind, and heat pumps.

  • Higher standards for energy efficiency in non-domestic buildings. Non-domestic buildings, such as offices and shops, will be required to be 27% more energy efficient than under the previous standards.

  • Introduction of a "Fabric First" approach. This approach prioritises improving the building's fabric, such as insulation and airtightness, before considering the use of renewable technologies.

  • Improved building performance monitoring is now required. Building owners are now required to provide evidence of building performance, such as energy consumption and CO2 emissions. This ensure that the building is operating as efficiently as possible.
